I buy alcohol without an ID most of the time. Occasionally, I get carded. Without showing the ID, I cannot buy the alcohol. I don't smoke but the same is true here. An ID can be demanded before the sale. Most states now require an ID to buy cough medicines that contain pseudo ephedrine. More are jumping on board. If you are caught driving without a license, it is the officer's discretion on whether to ticket you or not. Periodically, a store will ask for my ID when I make a credit card purchase. Maybe where you live, you can rent an apartment, rent hotel room, and/or get a loan without an ID, but not around here. I give platelets occasionally. Even though the workers know me, I still have to show my ID along with my Red Cross card. "The other 10% isn't something your average New Orleans ghetto dweller is worried about." Neither is voting.
