I don't think you are talking about the same Fair Tax. There is no policy baked into the tax. Everything is taxed. All services and products (new, not used). No exceptions are made for food, medicine, medical visits, etc. However, every month each taxpayer gets a refund for the amount of tax that should be spent on living up to the poverty line. The refund is the same every month regardless of whether a taxpayer spend more than the amount to reach the poverty line or not.
