The Phlogiston Theory was an attempt to explain the facts (the
observable evidnece) of oxidation and combustion. The Theory, the how,
the explanation, was incorrect but oxidation and combustion did and do
exist.

Theories exist to be tested. That is something I've been saying all
along. This is not a flaw. This is, in fact the point of the
scientific method.

Yes. Both Theories, both not borne out under rigorous testing and
experimentation. Supplanted by competing or better explanations.
