You can go into your back yard with a shovel and dig up Anthrax spores. What is 
not mentioned is that they were never able weaponize the Anthrax. Also the 
delivery systems they had frankly sucked. So even if they had an actual biowar 
program, they could not do anything with it. And there is no indication they 
had any real BW capacity beyond a very academic level before the US invasion.
