'Judging' by his irrational behavior, the girl setting up the video 
camera and the mother siding with the husband in an attempt to deflect 
blame and punish the daughter herself in an attempt to appease him, I 
would say this was not a one time thing.  The mother's facebook response 
suggests the same.

It's not so much the belt that gets me, it's the things he says like 
telling her she is worthless, or whatever, and that he would beat her 
into submission.  That isn't punishment.  It's control.

I found the bit about where he started blaming computers for the evils 
of naughty children amusing.  Taking out his work frustration at home?

Not that any of it is really funny, but right or wrong, I would have 
loved to see the "oh, shit" moment he had when that video went public.
