That's the difference.  For example, due to ease of use, should the govt be 
able to track everyone's movements car or not?  Should they be able to listen 
all outdoor conversations?

There needs to be a level of oversight and until very recently that existed if 
only because justifying the expense required good reason; by eliminating the 
expense we've eliminated the oversight.
