Regardless of the reason...it is a failure to value liberty.

I agree that the bill is scary.  On its face, the concept is simply
ridiculous in a free society with a core value of liberty.

However what's scarier is that there's some reason all of these congress
people voted for it.  

Maybe it's a collective failure to value liberty.

Or maybe they have some information we don't.
