Most states already favor locals...it's not a new concept.

They are not. Typically there are 3 levels of tuition, in-state, regular and
foreign. Foreign students typically pay the most, followed by students from
other states, and then in-state students. So what is wrong with favoring
students from the state. People who go to college in their home state tend
to stay in states, becoming a net addition to the economy and a net
contributor in taxes.

Or is it simply being elitist to want a well educated populace?
