It's not the state's "responsibility" so much as it is the smart thing to do. An educated nation is a much more prosperous nation. Look at the late 40's, 50's and into the 60's...when education was actually valued and not considered elitist. Look at the technological jumps we made and look at the booming economy it created. Now we call it elitist and look at where we are now...
