It's not the state's "responsibility" so much as it is the smart thing to
do.  An educated nation is a much more prosperous nation.  Look at the late
40's, 50's and into the 60's...when education was actually valued and not
considered elitist.  Look at the technological jumps we made and look at the
booming economy it created.  Now we call it elitist and look at where we are
now...

First, this doesn't answer the question.  Why is it the state's
responsibility to pay anyone's tuition.

Second off, do what people have done for years and continue to do:

get a job
join the military
join the military and do the GI bill
go part time
get a loan.
go to a less expensive school.
