In one sense this is the result of years of such laws as 3 strikes an you're out, increasing minimal penalties, and in a lot of republican controlled states the elimination of parole and early release and the elimination of various social programs intended to help ex cons reintegrate and prevent them from getting back into crime. All of which results in a huge prison population. So what do you expect when get tough the be all and end all mantra of the reich wing.
