Maureen, you never gave a list of what qualifies as a dictatorship.  Being
curious, I looked up a list of traits and found the following:


Dictatorships are often characterized by some of the following traits:

suspension of elections and of civil liberties;
proclamation of a state of emergency;
rule by decree;
repression of political opponents without abiding by rule of law
procedures;


It seems like a fair assessment of what a dictator is.

So, let's examine Chavez by this list:
