The program he used existed since 1979, the fact that Obama moved that program into his ACA does not mean everyone against the new Obamacare should not use anything that it encompasses. Again that means they have to refuse funding for the Medi*'s and basically anything health related now. If you repeal ACA the Happy People Program will still exist.
