A great many of the things you listed were not paid for by the public, but paid for themselves, or just weren't used.
Trappers, hunters, guides, all kinds of people lived out there off the land, many died, some flourished. Also there is a major difference between the local administration and control of those things, and it's federal control, which didn't exist back then. Also, as I'm sure you know, a great many of those settlements and towns used private sector law enforcement, schooling and other services. There are trappers and hunters right now today that don't use any or near any public services.
