The government also funded those railroads.  They gave land grants in the
territories to build the railroads on...

The construction and operation of the line was authorized by the Pacific
Railroad Acts of 1862 and 1864 during the American Civil War during the
American Civil War. Congress supported it with 30-year U.S. government bonds
and extensive land grants of government-owned land.

Yes, think gold strike and rail roads when those places weren't even really
part of this country, or were only territories.

Even those that used public services prior to 1917 weren't spending other
American's money for the most part.  That is the level of federal government
I want us to return to.
