According to Anonymous it was supposed to allow Romney to "steal" the

It's a real-time data sync and outreach strategy management application
that would allow the Romney campaign to, through poll monitors, identify
voters and predict the candidate they voted on based on history.  They
could then direct calls and other "get out the vote" efforts to bring out
more Romney voters.

According to some, it also failed miserably.

How driving participation rates based on current and historical turn-out is
"stealing" the election is beyond me, but then again I'm still looking at
multiple precincts in the same locality where there were thousands of votes
cast and every one of them was for Obama and scratching my head.
