You have to realize, this isn't the cold war any more. Even in Panama and Grenada we were fighting the uniformed forces of another nation. That is an important distinction to make.
Post Somalia the rules and the way the were taught really changed. Also if dude had a weapon he's no longer a civilian. Nor is he a combatant. He is a spy or saboteur and the rules are different.
