Bruce, as you well know, it takes constant training.  If it didn't, you
would have went through basic and then never went through another training
exercise again.  Without constant training, you lose the edge to effectively
use a firearm in a confrontation with another human in about 3 months.  You
Tim, me...we have had training that would make us better than the average
citizen, even without constant training, but even we lose it.  I haven't
touched a handgun or rifle in 24 years.  I have had the training on how to
use it and properly use it against another human, but don't you think that
my skill (even if we, for sake of argument, assume that at our peak, out
skills were equal)in it is going to be less that either you or Tim just due
to the fact that 24 years has passed since I held one?  You can't just have
"proper training" and then nothing else.  If you want to be properly
trained, that would have to include constant training at ranges that show
alternate targets and you have to only shoot the bad guys...not the good
guys.  As you also know...that doesn't even fully prepare you to an actual
event where you are facet to face with someone else that has a gun.

Then why not make it mandatory that anyone who wishes to own a firearm take
a class in proper handling of said firearm? And make it an offense to own
one and not take the class. A gun seller will nit be able to sell you a
weapon unless you can show proof you took the class. Granted criminals still
will not comply since they typically don't register their weapons, but
that's no different than what we have now. At least those of us who wish to
have a firearm will receive proper training. And look what I just did. I
created some jobs for veterans.
