Because they don't have to. (Massachusetts). THAT is what I would love to see addressed. Specific examples of abuse and dishonesty and theft.
I agree with welfare to work. That should be the goal for all people, and a major focus of the system. But currently there is not enough work for everyone. And some people will never be able to hold down a normal life. I approve of the attempt to make a change to the system. But this change is totally the wrong change, on the wrong people, maybe for the right reasons (maybe not), but will collectively punish the very saddest in our society. (poor and abused kids having trouble in school) How is that going to work out for these kids?
