"There was a ballot initiative to fund a penny tax that would have supercharged
this and a bunch of other transportation initiatives. It was big enough for
everyone to get something from it, but the also meant there was something
everyone could find to hate. It was defeated resoundingly."

I was in Atlanta on the day of the vote.

counties did not.

I don't know if it was a good initiative or not. I tend to
be skeptical about any project like this. However, if it was actually a
good initiative that would not have turned into a fiasco at some point down
the road, It's still not surprising that it failed. I imagine there have
been initiative after initiative that have passed and amounted to nothing
but a source of creating distrust.
