Same as when the initial mass transit system was built in the early seventies. White flight was a huge issue, and all the whites who had moved to the outlying counties did not want mass transit to their area because they were sure that the blacks would use it and move out of downtown. For years, the train didn't even go to the airport because Clayton County (made famous in Gone With The Wind) would not allow the transit system into the county.
Attitudes like that are a big reason why I live in California, even though I was born in Atlanta, and my family has been there for over 300 years.
