there have been some advocates for that here in the US - mostly from Christian Dominionists. One group (I'll have to dig through my references when I get home) I remember has advocated stoning gays to death, while a radical Imam in Detroit was recently kicked out of his mosque for calling for "Unfaithful" women to be stoned.
Although the only reason I can see why he'd want them to be high is pretty salacious.
