Right about the upgrades, and the article even mentions that users will often 
skip an upgrade. However, there is a point where upgrading will be necessary 
because over time the new features will be compelling enough to upgrade. The 
last version of Photoshop I bought was version 2 I think. Anyway, I am using 
the latest version and I had to buy a book to catch up on all the new features, 
and they are pretty nice.

Regarding how much non us customers will have to pay, I can't say and I agree 
that it isn't fair that you have to pay more. everyone should have access to 
software at a reasonable price.
