In terms of sheer financials, an illegal immigrant working a job with a fake/stolen SSN is going to pay FICA taxes, pay payroll tax, etc and is unlikely to utilize any services for fear of being caught. Ethics aside, that's probably the greatest net rate of return for government programs on a given worker.
