In very limited instances, controlled at local or state level I couldcsee
it.  While I know mist of these monies are handed out notionally by the
state, its the fed that mostly collects it and writes all the policies
about how it is spent.

Section 8 and HUD don't maintain basic living standards in rentals.  People
routienly sell or trade their food stamps.  Its insane and out of control.
