Actually that is false...food stamps do not exist anymore...they have
switched over to using debit cards to prevent the trading or selling of food
stamps.

In very limited instances, controlled at local or state level I couldcsee
it.  While I know mist of these monies are handed out notionally by the
state, its the fed that mostly collects it and writes all the policies about
how it is spent.

Section 8 and HUD don't maintain basic living standards in rentals.  People
routienly sell or trade their food stamps.  Its insane and out of control.
