much welfare and Break Down of families...)?

Yes it is.

If you combine the following categories:

Too much welfare at 24
Break down of families at 13
Lack of work ethic at 10
drugs at 3

You get an even 50%.

When you combine the remaining categories:

Lack of job opportunities at 18
Lack of good educational opportunities at 13 Lack of government funding at 4
Racial Discrimination at 2

You get 37%

So, 50% seem to believe that persistent poverty is a self created problem
while 37% believe it is someone else's fault.  The 37% is dubious sense lack
of job opportunities could be its own category.
