Well duh, if your getting caught then your not getting away with it. If I rob a 
bank and get caught, then yeah, I didn't get away with it. 

Let's use food stamps for now since it's part of welfare.

Currently there are nearly 48 million people on food stamps today (Cato 
Institute, 2013). Two percent of that is 960,000 people. Almost one million. So 
nearly one million people are cheating the system and the laws are being 
enforced? It's working as intended? Tell me then, what number is acceptable to 
you that the system is not working as intended? That the laws are not being 
enforced? A smattering of stories touting arrests just means that SOME folks 
enforcing the laws are doing their jobs. 

And to be honest, I would not be surprised to find out that the real root of 
the problem is not the folks tasked with policing up the lazy scum that make a 
living off of welfare (I am not referring to those who deserve it, merely those 
exploiting it), but rather the ones who sign people up to begin with. I would 
bet that there are a considerable number of folks walking into the welfare 
offices who do not need to be on it, but figured out how to scam the system, 
and those charged with ensuring that these folks do not receive the benefit are 
not doing their job right, or at the very least, the system is not in place to 
ensure that EVERYONE who walks into these offices deserves the benefit.

No matter how you slice it, there is fraud and it's out of control and not 
enough is being done about it.



Oh, also, food stamps are being promoted in Mexico as a benefit, and Mexican's 
are being told that they don't even need to reveal their immigration status to 
receive them (Judicial Watch, 2013).
