Yes, the first paragraph rants that but the detail in the article supposes that because of the various disjointed (and as Larry pointed out, inaccurate after history) actions that it's happening. I know enough to look through the editorialized content. It was the APA and legislative actions that were really causing the most concern. Until Later! C.
