I tried the path that Sam detailed and it worked fine for me in multiple
browsers, so not sure what the issue he encountered is.

As for the "glitches" that are detailed in that video, I guess it depends
on what one means by a glitch. It is the case, definitely, that the site
does not allow you to do everything you would like. For instance, you
cannot sign up for a plan directly. You can figure out what plans are
available for you in your area, see prices, etc, and then get hooked up
with an agent who will help you sign up.  I don't consider that a glitch
because they recognized a potential issue with the system a couple months
ago if they attempted to do everything at once and decided to phase in
functionality. I've had to do that as a product manager many times. I don't
consider that a glitch but rather a roadmap change. Glitches, to me, are
things put into production that do not work as intended. I commend Cover
Oregon for making sure that what they put out there works and not trying to
rush out features that aren't ready.
