@Eric: Based on what he is saying, and the reading on the subject, there is some category that the US Government PREVENTS someone from working. So no, this isn't voluntary which kinda invalidates this opinion.
Based on some criteria, the US Government has determined that Tim, based on his past, his skillset, his temperament and mental state...whatever...should not be in the public working. But because of his past service to his country, his country owes it to take care of him, as perhaps that same country maybe responsible, at least partly, for his current evaluation.
