I think people are automatically assuming that 'school shooting' equates to 'mass school shooting on the level of Sandy Hook and Columbine'.
I think that assuming the intent was to imply that there were 74 'mass shootings' is a bit short sighted - and a smokescreen to the real problem. is the title a bit ambiguous? Yep. Was it purposeful? I think that it could be. But 'school shooting', to me, is a shooting that happens on a school campus. Reading into the title to equate it to other incidents is something you do at your own peril. Even if we remove the incidents that occurred outside of 'normal' school hours - there are WAY too many incidents of people being shot 'at school'.
