I have had nine years of criminal justice and two semesters of police 
tactics and arrest procedures.  What that one officer did was unethical and 
illegal.

If the kid fought the officer, fine.  The officer can use the force 
necessary to bring the individual in control.  Once under control, there is 
no need to continue using force.  He was cuffed and not a threat at that 
time.  The officer lost his temper and acted unprofessional.
