I found my solution on win2k discussions.

I was able to set my primary to be the lcd/g3 but I wasn't able to get my
start bar to move to this screen. My problem turned out that my resolution
was higher on the second monitor and XP wouldn't let me drag the start bar
from desktop to desktop. Once I reset both monitor/card combos to the same
res, the OS let me drag the start bar to the correct desktop.

no its not just set what you want to be the primary in the bios and then you
can set your primary and then setup your 2nd in windows
