There were some there that were trying to help. No thanks to France, which was actively hindering efforts through their military - they were holding the front line against the now Rwandan government, giving the Hutus plenty of opportunity to conduct their massacre. The US also has some blame here. The US ambassador to the security council vetoed a UN Security Council Resolution that authorized an emergency peacekeeping to prevent the massacres.
