I'm of the opinion that legislators are paid by the pound.... either that or in bed with Big Paper!
In all seriousness though, you're right. There isn't even a thought of toughening up (or even putting an emphasis on enforcement of) existing laws and regulations. Just pile more on! I swear though with this one I'm going to get a camera and take pictures of the cops talking on phones and speeding and make some calls!
