Israel is created and based on a religous belief, Israel is the promised Jewish State, so i dont get the idea or point that most Israelis are non-religious.....
Yes a lot of Jews who moved to Israel are not converting, mostly the Russian "Jews", and that is still a case in the courts, since if they are not Jewish or do not convert , they in my opinion should not be allowed to stay in Israel.....
