Religious: practicing one's religion. Some may prefer the terms observant and non-observant.
Are all Christians practicing Christians? Do they all go to church? Some Jews don't follow the laws of the Torah. They were born of a Jewish mother. This makes them Jewish. They count as part of Israel (in the national sense, not the modern-day country sense). We are commanded to love all Jews, no matter what their personal beliefs. Some Jews believe in Israel but they don't believe in Judaism. They may have a cultural relationship to Judaism. They may not even care about Israel or Judaism. But they do not observe the mitzvot (commandments) strictly, completely, or at all. For example, Beth and Ben Braver, two people I count as my friends, are not observant, but they are still Jewish and I'm proud to say so. So why is it hard to believe that Israelis could be non-observant? I don't know how to make it any clearer.
