My real question was, how is the school board liable, and the kid not?
He went to the trouble to get the gun and the bullets from two separate
places, load the gun and sneak it in.

Sure the school board could have done something, but now every school in
the country will have to put up metal detectors when they can't even
afford books and teachers, if they don't, they will get sued.

That is my problem here.
