Oh, the child and their parents have responsibility as well, esp the parents for not teaching their child some respect, but the school board MUST have some responsibilty - they can't be held blameless - rather like bullying is the responsibility of the school, any use of weapons MUST be under their remit If they can't afford books, then that's the government's fault, so it all rolls upwards to being the State and then the countries fault - if the ruling government SHOULD do something about it After all, aren't the children our future?
