There's a difference in planning of course. You can buy a silencer for many handguns easier than you could buy the gun. You could also make one at home (a baby's nipple can be very effective as a silencer for small caliber weapons - heck just shooting through a pillow can muffle the lion's share of the noise). Of course that supposes pre planning (unless we're talking those people that keep loaded weapons immediately at hand "in case the government tries something") I doubt most people commiting "crimes of the moment" would doing any of this. But it can be done.
