There were several color handhelds around that time:

The Turbo Express played the same carts as the TurboGraphix 16 and was,
by far the best machine out there - but it also had (I think) the worst
layout.  It was also very expensive.

The Sega GameGear was sega's entry and is most likely the one with the
"surfing game" on it.  It was the most successful color handhald but was
still a general flop.

The Atari Lynx was the second most powerful handheld (and had the
largest screen) and, I thought, the best layout (it could be flipped for
right or left handed use).  But it was also the largest unit out there
and had a rather anemic library.  I loved it, but it died very quickly.

A little later Sega also came out with the "Nomad" - a handheld unit
that could play Genesis carts directly.  The oversized carts made the
unit pretty big but still not as large as the Lynx.

These were all pretty much flops however - the Gameboy was the only real
success (and is still the best selling gaming system of all time - even
beating out the Atari 2600 and PlayStation)
