There are some parts of Germany where you don't have this huge amount of skinheads roaming the streets. And there are other parts where they make regular forays about the place in large gangs.
You would usually find Skinheads, which are basically a product of anti-immigration sentiment, and poor job oppurtunities for German Citizens, in the more depressed areas and what was formerly East Germany.
