Can't I do it with CSS?  make it stay put without repeating?  I haven't gotten that 
far just yet.  As far as the cell padding I am going to nest a table in each of those 
areas to give the text some room.

Looks more "manly". I think it fits a bit better with the content. I notice
that the words "content" and "events" are touching the border of their
areas. I don't know if that's what you intend for the actual content there,
but I would suggest giving it a little breathing room with some cellpadding.
The only word of caution I have is for the grey'ed back images in those
areas. When you fill the areas with content, the box will get longer and you
may end up with a repeating image. Repeating background images like that
looks tacky. One looks okay, several are tacky.
