Can't I do it with CSS? make it stay put without repeating? I haven't gotten that far just yet. As far as the cell padding I am going to nest a table in each of those areas to give the text some room.

The only word of caution I have is for the grey'ed back images in those areas. When you fill the areas with content, the box will get longer and you may end up with a repeating image. Repeating background images like that looks tacky.
