From what I remember most NATO countries at one time were actively 
involved in biowarfare research. For instance in the late 1950's or early 
60's there was a major outbreak of Anthrax in Suffolk Alberta. It was 
traced back to an accidental release at the nearby Suffolk CAF research 
station. Also off the coast of England there's one island that was 
deliberately infected with Anthrax. Its only recently been declared safe 
for very brief visits. Same old.
