(1) Do I really need encryption between WiFi device and WAP if I have its
router restricted to Trusted IPs only?

Without WEP all of your traffic is plain text and using a program
like Kismet I can see everything. Including logins and passwords. While
someone with intent and time can break your WEP key, it will keep casual
listeners and wardrivers off your network and out of your business.

Also, with trusted IPs, what will keep me from setting my machine to one
of those trusted IPs? Your WAP probably supports filtering on MAC. It's
not 100%, because someone with intent can spoof your MACs too, but IPs
 are really simple to set.

(2) If I use encryption, how can I set a second WAP (greater range) to same
encryption key as router if 28 bits are "factory set"?
Will these 28 bits be the identical if same brand equipment?

I don't know the specifics on this. Will the WAP and your card support 128
bit WEP? Or 64 bit? You should be able to set those to whatever you want
them to be. If all of your WAPS are using the same SSID and the same WEP
key, you should be able to transition from one to the other without
noticing it (assuming they are on the same network and the same dhcp lease
or IP will work through both WAPs).
