My recollections of Congressional approval are 1.) The first war in Iraq which is officially over; 2.) the post-9/11 bombings giving approval to go into Afghanistan; and 3.) approval of force in Iraq IF the inspectors find anything or are significantly obstructed. None of those appear to apply to this situation.
I did find the Nixon/Vietnam era WPR that allows the President to send troops in to conflict for 90 days without approval.
