Gotta get approval, before vietnam president could pretty much do what he wanted with military and since vietnam wasnt a WAR persay congress couldnt tell him to get his shit out of there and the presidents were skirting the laws intention. So they make the war powers act that says something like if you dont declare war you can only send troops for 90 days to do fighting without approval. That was i guess a good idea to keep a president from fighting a war without being DECLARED a war.
I dont know about the last resolution i figured it said he could go into iraq with force if needed.
