The main reason we didn't was because at that point in time, the US was rabidly anti-communist. It was the McCarthy era, and therefore the US could not actually recognize and establish relations with a Communist regime.
Another thing is that it seems that of the enemies of this US, the most rabid of them are people whom we supported to get where they are, and then we changed course. This is how they get the impression that the US is manipulative, and I guess that is true to some extent, as policy has always been driven by money and business interests and not by morality or human rights beliefs. Now the President is saying that by capturing and controlling the Oil in Iraq, *we* can assure that the costs advanced to rebuild the post Saddam Iraq will be reimbursed by Oil revenues. So maybe it is about oil. The Russians are selling the Iraqis equipment, arms, and technology with which to fight the technological advantages the US possesses, and the French are livid about the potential of losing the lucrative Chemical contracts. I personally think that the "Axis of Evil" is growing, and If the Congress does not take advantage by cutting off Aid to these opposition government then they are missing a bet. Interesting also is the billions that Turkey turned down in order to stand their ground and refuse basing rights, although we do have bases there now, ostensibly for the defense of Turkey.
