Except for the fact that they already had ships and teams in the Gulf standing 
offshore ready to move. Before any contracts were RFPed let alone awarded. Before the 
fighting started. That's how I knew we were really going into war. The crows began 
gathering in strength in mid February. There were no bids. Straight awards from my 
understanding.

I also knew when the Gov started increasing the "strategic reserves" by buying 
processed crude, but the oil comanies weren't restocking themselves. It seems odd that 
they wouldn't stock up _before_ the war, when you would assume prices will go up, 
unless they _know_ the prices will be lower for them after the conflict.

Do I think it disgusting that those closest to Bush are going to get richer off the 
war? Yes.
Do I think the war was neccessary anyway. Yes.

Well, do we know who all gave bids?

You know it could be perfectly legitimate that these companies won the
contracts. They may have delivered the best bid.
