I would expect that having more to do with the large number of Kurds and Turks living there as well as depending on some traditional left-wing types for a majority in parliament. And they are a little bit carefull about war because of their history. Surely the fact that the US only invades Iraq and not a country like Sudan, and does not want to intervene in many other conflicts where HR violation are very common has got nothing to do with economics.
